Management
Frederick McCullough
CEO
Role: Mr. McCullough serves as the Chief Executive of Advancement Strategy, overseeing both the global public and private sector business units as well as ASC product and service offerings.
Responsibilities: He is responsible for developing the overall strategy, selecting market segments, and shaping products and services. He also leads ASC’s executive team. He builds and maintains relationships with Global 2000 and Federal agency clients alike.
Background: Prior to Advancement Strategy, Mr. McCullough had a career of over 25 years leading global Management and IT consulting teams at top firms, including IBM, Booz Allen Hamilton, and Capgemini. Mr. McCullough has extensive consulting experience in Strategy, Operations Management, Software Engineering, and M&A due diligence. He holds an MBA from Columbia University and a Bachelor of Science degree in Electrical Engineering from the University of Maryland.
John Dodd
Principal Engineer, Enterprise IT
Mr. Dodd is a seasoned principal engineer and strategic advisor with decades of experience guiding secure, enterprise-scale technology initiatives across both the public and private sectors. His expertise spans IT security, systems integration, enterprise architecture, and digital transformation, with a consistent focus on improving interoperability, data analytics, and operational performance in complex environments.
He has led and advised on numerous modernization efforts involving secure architecture design, cross-system integration, and the implementation of innovative technologies to support mission-critical operations. Known for his ability to align technology strategy with business outcomes, Mr. Dodd has played a key role in advancing bi-directional communication frameworks and workflow automation between stakeholders, including consumers, providers, and government entities.
In addition to his technical leadership, Mr. Dodd has authored industry-focused publications and developed forward-looking methodologies that promote scalable innovation. His work reflects a strong commitment to delivering pragmatic, high-impact solutions that balance compliance, security, and user-centered design in rapidly evolving digital ecosystems.
Catherine Barden
Director
Ms. Barden is an accomplished public health leader and nationally recognized prevention expert with over two decades of experience advancing youth development, community health, and substance use prevention. She currently serves as Public Health Director for Advancement Strategy Consulting, where she leads the CDC-funded Center for Advancing Alcohol Science to Practice. In this role, she oversees a national training and technical assistance initiative that empowers states, territories, and communities to implement evidence-based strategies that prevent excessive alcohol use and promote health equity.
Richard Shepherd

Mr. Shepherd is a senior advisor with over 30 years' experience in Sales, Operations and Finance. He has advised businesses in operations and growth strategies for over two decades and is recognized as a stand out leader in this category.
