Frederick McCullough
CEO
Mr. McCullough, MBA is the Founder and CEO of Advancement Strategy, where he helps public health organizations, government agencies, and mission-driven institutions improve performance through strategy, data, technology, and operational excellence. Prior to founding the company, Frederick spent more than 25 years leading complex strategy, operations, digital transformation, and technology initiatives at IBM, Booz Allen Hamilton, and Capgemini, serving clients across the public and private sectors. He has led initiatives supporting federal public health agencies, healthcare organizations, financial institutions, and Fortune 500 companies, combining executive strategy with practical implementation. Frederick holds an MBA from Columbia Business School and a Bachelor of Science in Electrical Engineering from the University of Maryland.
Lindsey Turco
Director, Public Health
Ms. Turco, MPH, CPH, CHES is a public health leader with more than a decade of experience advancing federal, state, and community health initiatives that improve outcomes for diverse populations. At Advancement Strategy, she leads the firm's work supporting CDC-funded programs, providing expertise in public health policy, technical assistance, strategic communications, and program implementation while ensuring successful delivery of complex federal initiatives. Lindsey also partners with healthcare practices to bridge public health and clinical care, helping organizations improve population health, strengthen community engagement, and implement evidence-based strategies that enhance patient and community outcomes. She holds a Master of Public Health, is both a Certified in Public Health (CPH) professional and Certified Health Education Specialist (CHES), and is committed to translating evidence-based public health strategies into measurable, sustainable impact.
Dr. David Williams
Surgical SME and Public Health PM
David Williams, DHSc, MPH, MBA, CHES is a public health and healthcare executive with more than 20 years of experience leading research, epidemiology, biostatistics, healthcare operations, and organizational transformation initiatives. His expertise spans public health policy, program evaluation, healthcare analytics, and surgical services, including clinical and operational experience supporting pain management and neuroscience settings. At Advancement Strategy, David supports CDC public health initiatives, program evaluation, research, and data-driven decision-making to improve organizational performance and health outcomes. His multidisciplinary background enables clients to translate complex data into actionable strategies that strengthen programs, improve healthcare delivery, and advance public health.
Elijah St. John
Public Health and Healthcare Project Manager
Mr. St. John, BS is a public health program manager with experience leading community-based health initiatives, healthcare operations, and cross-sector partnerships that improve access to care for underserved populations. He brings expertise in dental and healthcare operations, program implementation, quality improvement, and developing operational workflows that strengthen service delivery. At Advancement Strategy, Elijah supports CDC public health initiatives and contributes to program management, strategic planning, and data-driven solutions for federal health programs. He also has experience applying artificial intelligence to healthcare education and is currently pursuing a Master of Public Health at George Washington University with a concentration in Global Health and Health Policy.
